EFI is seeking
1) PROJECT COORDINATOR
2) PROJECT OFFICER
for the second phase of the FOPER –project (Consolidation of the human capacities in forest policy and
economics education and research in the South-east Europe region, FOPER II). The duration of the FOPER
II is June 2009 – December 2011 and the total budget is 2,88 M€. The project is financed by the Ministry for
Foreign Affairs of Finland. Both posts will be based at the EFI Regional Office for SEE-region in Varazdin,
Croatia (EFISEE).
Main areas of responsibility for these posts are:
Project Coordinator (PC)
• Management and coordination of the project in general, including progress, effectiveness, impact
and sustainability.
• Carries overall responsibility in work planning, budgeting, financial management and reporting.
• Supervision of the project team and related personnel management. Supervision of subcontracts.
• Maintaining relationships with project partners and stakeholders.
• Internal and external communication of the project.
• Acts as secretary to the project Supervisory Committee.
The Project Coordinator reports to the Head of Programme, Policy and Governance and works in close
collaboration with the Head of Office, EFISEE.
Project officer (PO)
• Assists and supports the PC in coordination, work planning, reporting, partner liaison, networking
and communication.
• Takes responsibility in organizing meetings and events.
• Carries out technical monitoring of the use of project resources.
• Takes care of administrative duties in the project office and liaises on these with the EFI
Headquarters
The Project Officer reports to the Project Coordinator.
Successful candidates for these posts are expected to have the following qualifications:
Project Coordinator
1. Sound experience in leadership and management. Proven international experience in project
coordination and financial management, particularly in development-oriented projects.
2. Good understanding of and practical experience in capacity building in higher education and
research.
3. Excellent skills in personnel management, as well as in promoting team work and team building in
an international and multicultural environment.
4. Broad experience in working in the SEE-region, particularly in Albania, Former Yugoslav Republic
of Macedonia, Serbia, Bosnia and Herzegovina and Croatia.
5. Excellent knowledge of forest policy and forest economics as scientific disciplines and educational
topics.
6. Excellent communication and presentation skills, as well as in reporting.
7. Fluency in English is required. Knowledge of the languages spoken in the project region is an asset.
8. Ability and willingness to travel in the project region and beyond.
9. Minimum of 10 years of work experience.
10. Academic degree in forestry or other relevant discipline.
Project Officer
1. Proven work experience in international development projects.
2. Demonstrated good skills and experience in administrative, organizational and operational project
work.
3. Experience in working in the SEE-region, particularly in Albania, Former Yugoslav Republic of
Macedonia, Serbia, Bosnia and Herzegovina and Croatia.
4. Ability to work as a member of an international team.
5. Good understanding of capacity building in higher education and research.
6. Good knowledge of forest policy and forest economics as scientific disciplines and educational
topics.
7. Fluency in English is required. Knowledge of the languages spoken in the project region is an asset.
8. Ability and willingness to travel in the project region and beyond.
9. At least 5 years of working experience.
10. Academic degree in forestry or other relevant discipline.

development activities at pan-European level. These positions offer a challenging opportunity to work on a
major development initiative within the framework of an international organization and committed regional
partners.
The successful candidates will be expected to take up the duties in May-June 2009. Both posts are for a fixed
term appointment coinciding with the lifetime of the project.
